Roles, Responsibilities and Competencies (RRC) of Engineering Practitioners

The Engineering Council, Sri Lanka (ECSL) previously published the draft Roles, Responsibilities and Competencies (RRC) of Engineering Practitioners, prepared in accordance with Section 39(2)(e) of the Engineering Council, Sri Lanka Act, No. 4 of 2017, for stakeholder and publicobservations and suggestions.

Following consideration of the comments and observations received, the Council, at its meeting held on 18th September 2026, decided that the publishe draft RRC shall be used as a guidance document until further notice.

Accordingly, engineering practitioners, employers, professional institutions, Government institutions and other relevant stakeholders are requested to use the draft RRC as guidance when assigning, undertaking and assessing engineering duties and responsibilities.

The stakeholders are invited to bring to the attention of ECSL any practical limitations or any other issues encountered during its use, together with suggestions or recommendations to the email shown below.

The ECSL will continue to review the RRC based on the practical experience, observations and suggestions received from stakeholders and will make appropriate revisions as necessary prior to its finalization.

Observations and suggestions may be sent by email to registrar@ecsl.gov.lk with the subject line “RRC Comments”.

Legal Status and Application of the Draft RRC

The draft RRC shall not, by itself, be construed as creating, varying or conferring any legal right, entitlement, qualification, appointment, promotion, designation, duty, liability or other legal obligation upon any person, institution or authority.

Nothing contained in the draft RRC shall be interpreted as automatically amending, superseding, replacing or invalidating any existing law, regulation, Service Minute, Scheme of Recruitment, circular, rule, administrative provision, qualification requirement or other instrument currently in force.

Recruitment, appointment, promotion, assignment of duties and other matters relating to any post or service shall continue to be governed by the applicable laws, regulations, Service Minutes, Schemes of Recruitment, circulars and decisions of the respective competent authorities.

However, the respective competent authorities may, at their discretion, use the draft RRC as a reference document when reviewing or revising existing Service Minutes, Schemes of Recruitment, regulations, policies or other relevant instruments, where they consider such revision appropriate and subject to the applicable legal and administrative procedures.

Where any inconsistency arises between the draft RRC and any applicable law, regulation, Service Minute, Scheme of Recruitment or other legally applicable instrument, the provisions of such applicable instrument shall prevail.

Notice to Higher Education Institutions

Recognition of Three-Year Engineering Degree Programmes by the Institution of Engineers, Sri Lanka (IESL)

The Engineering Council, Sri Lanka (ECSL) wishes to inform all higher education institutions offering three-year engineering degree programmes in Sri Lanka, whether awarded by local or foreign universities, the importance of obtaining recognition from the Institution of Engineers, Sri Lanka (IESL).

Recognition by IESL is an important requirement for graduates of such programmes to become eligible for registration with the Engineering Council, Sri Lanka under the relevant category, in accordance with the provisions of the Engineering Council, Sri Lanka Act, No. 4 of 2017.

Accordingly, institutions that have not yet commenced the recognition process are encouraged to contact the Accreditation Manager, IESL, by email of dir.acredt@iesl.lk to initiate the process.

Should any institution experience difficulties in communicating with IESL or require further clarification, please contact the Registrar, Engineering Council, Sri Lanka, who will be pleased to facilitate the necessary coordination.

Online Registration for NVQ Level 5 and NVQ Level 6 Qualified Persons

The Engineering Council, Sri Lanka (ECSL) has commenced the registration of persons holding NVQ Level 5 and NVQ Level 6 qualifications under the category of Engineering Technician.

Eligible applicants may now apply online through the ECSL website.

The registration process can be completed online, and submission of physical documents is not required.

PUBLIC NOTICE - Disciplinary Inquiries in respect of Engineering Practitioners

Notice is hereby given to remind the general public that the Engineering Council, Sri Lanka (ECSL), established under the Engineering Council, Sri Lanka Act No.4 of 2017 has formally formulated "Procedure for Disciplinary Inquiries in respect of Engineering Practitioners" and gazetted it in the Extraordinary Gazette No.2298/27, dated 21.09.2022.

Accordingly, where an Engineering Practitioner is alleged to have engaged in professional misconduct, any concerned person may lodge a complaint with the Engineering Council, Sri Lanka in accordance with the prescribed procedure.

The complaint submission process, together with the relevant guidelines and form, have been published on the official website of the Engineering Council, Sri Lanka at www.ecsl.gov.lk.

The public is hereby informed to refer to the above website for detailed information on the disciplinary framework and the procedure for submitting complaints.
