4. Make the payment (LKR 30,000) to the
following Bank account.

following attachments.

üPayment slip
üA recent photograph of the applicant
üCopies of relevant educational and professional certificates, certified by the employer as true copies of the originals
üCopy of the passport
üCurriculum Vitae (CV)
6. The subject of the email should be
“Registration of Foreign Engineering Practitioner”
7. A separate
application is required for each Registration of Foreign Engineering Practitioner.
Notes
1. Please
ensure that all fields in the application are duly completed to avoid any
delays in processing the registration.
2. The
Registration Certificate will be sent via email to the employer upon completion
of the registration process.
Who is
considered as a Foreign Engineering Practitioner?
A Foreign
Engineering Practitioner is a foreign person engaged in engineering
practice or engineering-related technical functions in Sri Lanka. This
includes persons functioning at different levels and under different
designations, ranging from Chartered Engineers to Engineering Technicians,
provided that they are involved in engineering practice or engineering related
activities.

What is ECSL?
The Engineering Council, Sri Lanka
(ECSL) is the statutory regulatory body established under the Engineering
Council, Sri Lanka Act, No. 4 of 2017, to maintain professional standards and
regulate the conduct of engineering practitioners in Sri Lanka.

Is ECSL registration legally required for Foreign Engineering Practitioners?
Yes. In terms of Sections 14 and 18
of the Engineering Council, Sri Lanka Act, No. 4 of 2017, Foreign Engineering
Practitioners are required to obtain registration from ECSL before engaging in
engineering practice in Sri Lanka.
Further, under Section 40 of the
Act, engaging in engineering practice without the required registration
constitutes an offence under the law.
Accordingly, organizations
intending to employ, engage, or obtain the services of Foreign Engineering
Practitioners for engineering practice in Sri Lanka should ensure that such
practitioners obtain ECSL registration before applying for the relevant visa.

Who is considered an Engineering Practitioner?
An Engineering Practitioner is a
person engaged in engineering practice or engineering-related technical
functions in Sri Lanka. This includes persons functioning at different levels
and under different designations, ranging from Chartered Engineers to
Engineering Technicians, provided that they are involved in engineering
practice or engineering-related activities.

How can a Foreign Engineering Practitioner register with ECSL?
Foreign Engineering Practitioners apply for ECSL registration by following the steps below:
1. Visit the official website of ECSL: www.ecsl.gov.lk
2. Go to the “Registration” menu.
3. Select “Foreign Engineering Practitioners”.
4. Download the application form.
5. Complete the application form in accordance with the instructions provided.
6. Make the applicable registration fee payment and obtain the payment slip.
7. Send the scanned application, supporting documents, and payment slip by email to registrar@ecsl.gov.lk.
If the required conditions are satisfied, the registration certificate will be issued by email. If the application is unsuccessful, the registration fee will be refunded.
5.
What is the validity period of the registration?
As per the Act, the initial
registration is valid for a period of four months.
6.
Can the registration be renewed after expiry?
Yes. The registration may be
renewed after expiry. The renewal procedure is available on the ECSL website.
Renewal will be granted for a
period of one year, subject to the payment of the applicable renewal fee and
fulfilment of the relevant requirements.
7.
How long does it take to issue the registration certificate?
The registration certificate will
be issued within a maximum period of two weeks, subject to the submission of
all required documents and fulfilment of the applicable requirements.
